ELACC advocates for economic and social justice in the communities of Boyle Heights and Unincorporated East Los Angeles by building grassroots leadership, affordable housing, and economic development opportunities for low and moderate-income families. ELACC’s target community consists of predominantly low-income Latino immigrants. With low literacy and education levels, this population finds employment in the low-wage service sector and in the informal economy.
